5.3 Aspects of the electoral training


The electoral training has as an end to secure the integration of the Directive Boards of Polling Station (MDC) and assure that the citizens that act as officers during the elections act observing the efficiency and guiding principles of the electoral activity.

In accordance to the provisions of Article 275 of the Electoral Code for the Federal District, the integration process of the MDC has five stages: random selection of 10% of the citizens included in the Voter List of Electors; delivery of summons letters; citizen training; appointment of officers and delivery of titles. Additionally, the IEDF has established as a strategy to divide the training into two stages: the first one, directed to the citizens randomly; the second, focused to the citizens named as polling station officers, with the purpose of strengthening the knowledge and skills needed for their optimum performance on the day of the elections.

The Electoral Code of Federal District in the Article 275 stipulates that the integration process of the MDC is compound of several stages: choosing, in a randomly way, 10% of the citizens who are included in the voting list, verifying that fulfill the requirements to be officers, their designation and finally their training.

In Mexico City, insofar of the extension and intensity of the electoral training, the IEDF has fulfilled with the organization of four local constitutional elections (2000, 2003, 2006 and 2009) and two procedures of citizen participation (Neighborhood Committees 1999 and plebiscite 2002), by their nature, each one of them was a challenge and an attainment, for the implementation of the training programs.

Following a comparative summary of how the electoral training worked in the four elections of the years 2000, 2003, 2006 and 2009, starting from six substantive activities of the electoral training programs:

  • On January 21 the General Council approved the summons for the selection of instructors and supervisors.

  • On January 10, 2003 the guidelines for hiring were approved.
  • Hiring: 1,466 instructors

  • On January 20 the General Council approved the summons for the selection of instructors and supervisors.
  • The guidelines for hiring temporary personnel different from instructors and supervisors were issued by the Executive Secretariat by means of official letters 4 and 12 of such years.
  • Hiring: 40   electoral training technicians
  • 80 operational electoral training   technicians.
  • 150 supervisors of electoral training.
  • 1500 instructors of electoral training.
  • Period: From February 15 to July 15, 2006.

2009
  • For this election process, the Electoral Assistants and the Electoral Instructors, were unified.
  • The General Council approved the respective convocation on December 12, 2008.

  • Period: from March 1 to July
  • 31, 2009.

Process of citizen drawing

The Commission of Electoral Training and Civic Education carried out the draw of the base month for the integration of Directive Boards of the Polling Stations for the Local Elections of the year 2009. February 24, 2009

Article 275 of the Electoral Code for the Federal District in force and effect sets forth that, on the month of February of the year of the election, the General Council of the IEDF must determine the random mechanisms for the appointment of polling station officers; likewise, it sets forth that said appointment must be between March 1 and 20 and to choose from the Voter Lists of Voters the 10% of the citizens of each electoral section, without being less than 50 drawn citizens in any case.

The selection of citizens is carried out considering the date of birth. For that purpose a base month is selected randomly. It is important to point out that, when carrying out federal and local elections at the same time, one of them organized by the Federal Electoral Institute (IFE) and the other one organized by the Electoral Institute of the Federal District (IEDF), in the procedure applied by the IEDF the months elected by the IFE as base for the draw of citizens are excluded, as well as the two months prior to the first month and the two months following the second month, with the purpose of reducing the probability that a citizen is selected by the IEDF as well as by the IFE, and thus assuring a sufficient universe of citizens.

  • Selected month: March
  • Total selected: 717,664 citizens; 346,303 men and 371,361 women.

Delivery of letters-summons

Once the electoral selection has been carried out, the citizens that are drawn were noticed and summoned to participate in the integration of the MDC, to do this, Electoral Assistants-Instructors of each decentralized body delivered a personalized invitation letter, in the own hand of the citizen selected.

The delivery of letters-summons is responsibility of the decentralized organizations, and is carried out by means of the electoral assistants-instructors. In the delivery process of the letters the contact with the citizens is used to motivate them to receive the training and also, if it is possible, to program the dates, places and Schedule for it.

  • Total letters delivered: 498,270

  • Delivery period: March 16 and April 30, 2009.
  • Total letters delivered: 519,178 (72% of total of the convocations issued).

 

Electoral training

Article 275 of the Electoral Code for the Federal District, in its section III, sets forth that “The citizens that are selected will be summoned to attend to a training course that will be given from the 21st day of March to the 30th of April of each year of elections;”

The purposes of electoral training consist of:

  • Promoting citizen participation from the first contact with citizens randomly chosen, presenting elements of reflection that contribute to overcome their reluctance to participate as an official.

  • Empowering Citizens required for the integration of the MDC for the proper functioning of them.

  • Promoting the behavior of the trained citizens in accordance with the principles of impartiality, objectivity, accuracy and legality to preserve the authenticity and effectiveness of the vote.

Contributing to the development of necessary skills for the fulfillment of the electoral functions, promoting organizational skills, conflict management and exercise of authority on Election Day.

Electoral training

 

Elections of the year 2000

  • Training period: month of April with an extension until May 28.
  • Total trainees 147,152 citizens.
  • Place of training: 85.70 % at their domicile and 14.30 % in the 163 training centers.
  • The average of MDC was of 13.2 trained citizens.

Elections of the year 2003

  • Training period: Month of April and until a day before the appointment of polling station officers.
  • Total trainees: 131,475 citizens.
  • Place of training: 90.87% at their domicile, 8.65% in fixed training centers and 0.48% in mobile training centers.
  • 7,643 citizens were trained as a group and 123,832 were trained individually.

Elections of the year 2006

  • Period of training: from March 21 until April 30, 2006.
  • Total trainees: 140,904 citizens.
  • Place of training: besides from the domicile training and the training centers, on-line training was implemented through the website of the IEDF, which started operations on February, 2006, receiving a total of 15,951 visits. Regarding the place of training it stands out that 94.07% of the citizens were trained at their domicile; 5.17% on a fixed center and 0.76% on a mobile training center.
  • 60.14 % were women and 39.86 % were men. .

Electoral Process 2009

 

First training stage

  • From March 21 to April 30, with extension until May 14, 2009.
  • Total trainees: 162.510 citizens selected.
  • Place of training: 96% in the citizen's home and 4% at fixed or mobile training centers, and 0.1% on-line.
  • Training mode: 98% was in an individual way and 2% in group.

Second Training stage

  • From May 16 to July 4, 2009.
  • Total trainees: 74,753.
  • Place of training: 84% in the citizen's home and 16% at fixed or mobile training centers, y 0.1% on-line.
  • Training mode: 85% was in an individual way, and15% in group.
  • Total voting drills: 6.331 of the election day.
  • For the first time, didactic strategies were implemented, in order to strengthening the training: in electronic ballot boxes, special ballot boxes and ballot boxes where they would receive common candidacy.
  • In the MDC in where electronic ballot boxes were installed, 10 workshops were realized, 170 participants from the devolved bodies were trained, as well as, 240 officers who integrated this kind of the MDC.

 

Appointment of officers of Directive Boards of Polling Stations

Another aspect included at Article 275, section V of the CEDF is the appointment of officers of the Directive Boards of Polling Station in each one of the electoral sections (the election of 2009 was organized with the following data 5,529.), no later than the month of May of each year of elections.

Starting from the procedure set forth by the General Council of the IEDF, the District Councils proceed to the appointment of the officers of polling station and to the delivery of titles to the citizens appointed as proprietors or general substitutes of the Directive Boards of the Polling Stations. From the date of such delivery a reinforcement of their training to the citizens that give oath pursuant to the law.

Elections of the year 2000

  • The district directives delivered on a first instance the titles of the officers appointed as proprietors, specially the chairmen.
  • Insofar of the resignations presented by the citizens originally appointed, it was necessary to substitute 25.06% of them.
  • Of the appointed citizens; 22,428 could not act as officers for different causes.

Elections of the year 2003

  • The appointment or substitution of the officers was carried out by the District Councils.
  • A total of 82,276 officers of MDC were appointed from which 42,795 of them were proprietors and 39,481 of them substitutes.
  • The number of casualties of appointed officers added up to 12,401: what meant 15.07% of the total.

Elections of the year 2006

  • The citizen officers of MDC were appointed by the District Councils in the sessions of May 9 and 26 of the year 2006.
  • From the 73,164 officers of MDC that where required, 87,466 were appointed from which 14,356 (16.41%) were substituted.
  • The election’s day the MDC was integrated with the 96.94% of the total of citizens previously appointed.

Electoral Process 2009

  • The appointment of officers of the MDC, was made, within forty decentralized bodies on the meetings of May 15, 2009.
  • A total of 92, 407 citizens were designated, but 18,237 (19.6%) were substituted, for several reasons.
  • The MDC was integrated with 96.98% of the citizens who had an officer position.

Installment of the Directive Boards of Polling Station

The Electoral District of the IEDF carried out voting drills with the purpose of preparing the officers as part of the electoral training and stands appointed for the elections of 5 July.

Article 287 of the CEDF sets forth that the polling stations are installed between 7.30 and 8:00 hours, the first Sunday of July of the year of the ordinary elections. To receive the voting in the total of the MDC approved for the day of the elections, there must be the participation and collaboration of the proprietary and substitute officers, and if it is necessary even with the citizens in line of voters.

    • 11,130 MDC were approved for the day of the elections.
    • 30,034 proprietary officers (89.95%); 2,662 substitute officers (7.97%); and 694 citizens of the line of voters (2.08%) participated and collaborated.

 

Elections of the year 2003

  • 11,661 MDC were approved for the day of the elections.
  • 79% of the previously appointed proprietary officers attended and acted as such; 5.01% of the previously appointed proprietary officers acted on a different function; 12.68% of the substitutes were habilitated for a position of proprietary; and 3.03% of the officers were taken from the line.

 

Elections of the year 2006

  • 12,194 directive boards of polling station were approved.
  • A total of 36,569 officers participated, from which: 35,463 had a title, and 1,106 were taken from the line. Regarding the first one of the later 31,135 of them was proprietary and it is understood that 4,328 of them were substitutes

 

Electoral process2009

  • The day of the Electoral Journey, 12,488 MDC were installed, that means 100% of the board of directors of the polling stations (MDC) approved by the General Council.
  • Of the 37.464 officers that formed the MDC, the proprietors were 31.721 (84.7%), 4.612 had a position of substitute (12.3%) 1.110 (2.96%) were citizens taken from the line and qualified as officers, and 21 positions were lacking to be filled.
