5 Basic aspects of the organization of the Electoral process |

Legal Basis As regards the electoral materials and the documents it is set forth in the Electoral Code of the Federal District (CEDF), in articles 95 section XXII, 102 section II, 116 section II, 134 sections III and IV, 141; 143; 144 and from 247 to 253 section I clause e) and g) 291 section V clause a) 300; from 302 to 305; 309; 310 a 312; 314 y 315 that sets forth the competences or activities of the instances of the Electoral Institute of the Federal District that participate in the making, approving or treatment of such materials and documents, as well as in the definition of the characteristics of the same. Electoral Material For the issuing of the vote, the General Council of the Electoral Institute of the Federal District approves the designs and models of the documents and as well as the electoral materials that are used for the election of representatives, in the terms of Article 247 of the CEDF. In this sense, the electoral materials are the following: Each one of the electoral materials is made pursuant to the law specifications. Also, the characteristics and needs of the persons that will act as users are considered, such is the case of the personnel of the District Council of the Electoral Institute of the Federal District, the officers of the Directive Boards of Polling Stations, the citizens that attend to vote, as well as those who present some kind of physical handicap to the upper extremities, visually impaired and the elderly. Description of the electoral materials A) Electoral package box The electoral package box has as an objective to facilitate the safekeeping and transportation of the electoral documents to the District Councils to the officers of the Directive Board of the Polling Stations. It is made of white plastic, with compartments to keep the packages of permanent liquid, it includes marked areas to fix the envelopes containing the vote counting system and counting acts, as well as the spaces to indicate the identification information of the District council, Electoral Section, number and kind of Polling Station. B) Holding panels and urns In order to guarantee the secrecy of the voting to the elector, the folding panel is made up of a base table, three partitions and two curtain holders printed with the legend “THE VOTE IS FREE AND SECRET”, that allow the simultaneous voting of two citizens. Each citizen deposits its ballot in the urns, which are transparent on the sides to easily see the interior and that are marked with the legends corresponding to the three elections. This material used as support to the visually impaired, has a label printed on Braille system with the legend “DEPOSIT HERE YOUR BALLOT FOR THE ELECTION OF HEAD OF GOVERNMENT, DEPUTIES TO THE LEGISLATIVE ASSEMBLY AND HEAD OF BOROUGH” and a directional arrow pointing to the opening. In the case of the election for the Head of the Government, it makes reference to the electoral process of 2006. Considering the situation of the physically impaired of the superior extremities, as well as the elderly, a holding clip of the ballot and an indentation to place the ink cushion for humidifying the seal “X” was designed. This seal has elastic and a middle part prepared to be held in different ways depending on the capacities and abilities of the citizen. In order for the rest of the citizens to mark on their ballot the choice of its preference, an identified wax crayon protected with a label with the logo of the Electoral Institute of the Federal District, as well as the legend “IEDF”. C) Stamps, crayons and markers of the credential The rubber stamp “proportional representation”, is used to mark the sole ballot of the election of deputies to the Legislative Assembly, this is for the case of citizens that are outside their electoral section, to whom the Electoral Code of the Federal District allows to vote in special polling stations for deputies by the principle of Proportional Representation and Head of Government.
As a guarantee that the vote of an elector is issued only once, the Secretary of the polling station uses two materials: the rubber stamp with the word “Voted”, to mark on the space available for it on the Voter List, as well as the credential marker made of an aluminum base and arm, that marks with a dice in conic form the letter “V” of voted.
D) Permanent Liquid The permanent liquid is used to mark the thumb of the citizens that have cast their vote and avoids them to vote more than once, which reinforcing the principles of certainty, legality, independence, impartiality, objectivity and equity that rule the IEDF and guarantee the transparency of the elections. For that, The National School of Biological Sciences Polytechnic Institute and the Faculty of Chemistry of the Autonomous National University of Mexico have produced and have certificated the quality of the permanent liquid, respectively. In that sense, to completely assure its effectiveness, the General Council of the IEDF entrusts a well known institution, the certification of the characteristics and the quality of the permanent liquid that is used in the local process Characteristics of the permanent liquid
Electoral documents Pursuant to article 134 of the CEDF, the District Councils have, among other authorities, the one of surveillance of the compliance with such Code, and the agreements and resolutions of the electoral authorities; ordering the delivery to the Chairmen of the Directive Boards of Polling Stations of the documents, materials and supplies necessary for the proper compliance of their functions. In connection with the foregoing, for each the electoral process 2009 two models of electoral ballots were designed, twelve electoral minutes, 39 supporting documents and two Braille mask. In the Directive Board of Polling Station the two electoral ballots, six forms of minutes and two Braille masks are used; at the District Council five minutes; and at the General Council one electoral minutes.

The ballots In accordance to the provisions of the CEDF, the electoral ballots include, in a general manner, Borough and Electoral District, office for which the candidate is competing, emblem and colors of the political party or coalition or both, complete name of the candidate, facsimile signature of the Chairman Counselor and Executive Secretary of the IEDF, and folio voucher from which the ballots are cut. The electoral minutes On the other hand, the electoral minutes of election and of the counting of votes and vote counting system that are used by the Directive Board of Polling Station are designed in tabloid size and the minutes of the Incidents and of voters in transit for Special Polling Stations are in format, with the purpose of facilitating their filling; the ones that are used by the District Councils are the legal size. They are printed in self copying paper, whose purpose is obtaining the necessary copies for the integration of the corresponding files, as well as a counterpart for the representatives of political parties or coalitions or both, accredited with the General Council. The Braille mask With the purpose of allowing the blind citizens and the ones with weakened view to issued their vote, the Braille mask was used, which is prepared in a white paper of the cardboard kind with the initials of the political parties or coalitions or both, printed in the Braille system and with boxes cut by means of which the elected option was able to be marked. It is important to mention that this form was used in the elections of the years 2000, 2003, 2006 and 2009. Electoral supporting documents The electoral supporting documents are designed for the better performance of the activities that the CEDF entrusts to the Directive Boards of Polling Station, as well as the District Councils, whether on the days prior to the elections, the day of the elections or after the elections.
For the Directive Boards of Polling Stations supporting documents are elaborated, among them, lists to identify the location of the polling station, whether basic, contiguous or special; titles for each one of the members of the board: Chairman, Secretary and Teller, receipts and envelopes for delivery – receipt of electoral materials and documents; as well as bills for the presentation of results for each one of the offices to be elected. Among others, the supporting documents made for the use of the District councils, are: envelopes for the integration of files, billboards for the publishing of the results; envelopes for the remaining ballots and the Voter list. The dimensions of the different supporting documents change according to the specific use of each one. With the purpose of exemplifying the supporting documents elaborated, following there is a list of those corresponding to the elections of 2009
Recovery of electoral materials It is important to mention that at the end of each local electoral process, the Electoral Institute of the Federal District, through its forty decentralized organizations recovers some of the used electoral materials, which are stored by the Executive Direction in charge of such activity for its use in future electoral processes. For that purpose, the General Council of the IEDF approves the maintenance and reusage project of the electoral materials, in order to reduce the resources destined for the acquisition of new electoral materials.
Destruction of electoral material and documents In accordance with the provisions of the third paragraph of Article 313 of the CEDF, the General Council establishes the necessary resolutions for the destruction of the electoral documents both used and remaining of the local electoral process, as well as of the other electoral material that cannot be reused. The product generated by such destruction, is donated by the IEDF to the National Commission of free textbooks (CONALITEG), who commits to substitute this product by new recycled paper for the production of textbooks that will be distributed to the students of basic education.
