The ordinary constitutional elections of the year 2000 were the first that were organized by the IEDF to elect Head of Government, the 66 deputies that integrate the Legislative Assembly of the Federal District and the 16 heads of the boroughs, it was the first time in which the citizens of the capital elected their Borough’s authorities through vote, insofar formerly the head of the Local Executive Power carried out such appointments. The Voter List used for such elections was of 6,256,698 voters out of the 6,351,468 citizens registered at the Registry of voters. This means, it had coverage of the list of 98.5 %. In this electoral process, 11 political parties participated, from which Convergencia por la Democracia Partido Político Nacional (CDPPN), del Centro Democrático (PCD), de la Sociedad Nacionalista (PSN), Alianza Social (PAS), Auténtico de la Revolución Mexicana (PARM) and Democracia Social Partido Político Nacional (DSPPN) obtained registry prior to the electoral process to compete for the first time. Notwithstanding, derived from the voting results in the federal elections the parties PCD, PARM and DSPPN that failed to reach 2% of the votes issued, had their registry canceled, as it is foreseen by the Federal Code of Electoral Institutions and Procedures.
In general terms, the day of the elections of the year 2000 was a civic party with a high participation insofar 7 out of 10 citizens registered at the Voter List attended to the urns to vote. Election for Head of Government For this kind of elections two great electoral fusions were formed, on one hand the common candidature PRD-PT-Convergencia-PCD-PSN-PAS headed by the first one of the later and the coalition “Alianza por el Cambio” integrated by the parties Acción Nacional (PAN) and Verde Ecologista de México (PVEM). The parties Revolucionario Institucional (PRI), Auténtico de la Revolución Mexicana and Democracia Social competed on their own. The citizen participation was of 69.87 %, this means, 7 out of 10 citizens capable of voting attended to issue their vote. The common candidature headed by the PRD won by a difference of 214,035 votes, which represents 14.65 % over the “Alianza por el Cambio”, who was the second place. In the following map the political localities in which the contesting formulas obtained the majority of votes.
Election for deputies by the principle of plurality system To integrate the Legislative Assembly of the Federal District in 2000 the same electoral fusions that contested for the Election for Head of Government were formed. It was a close election, insofar at the entities’ level the difference between the first place and the second place was of 1,509 votes, in favor of the common candidature headed by the PRD, in comparison to the “Alianza por el Cambio”. Notwithstanding, in spite of the fact that the common candidature obtained more votes in general, the Alianza por el Cambio obtained the victory in 21 single member electoral districts of the 40 that form the Federal District, insofar the common candidature only obtained the victory in 19 (see map). The parties Revolucionario Institucional, Auténtico de la Revolución Mexicana and Democracia Social did not obtain any victory.
Election for deputies of proportional representation For the designation of deputies of plurinominal at the Legislative Assembly of the Federal District, two common candidatures were formed PRD-PSN, CDPPN-PAS and the coalition “Alianza por el Cambio” (PAN-PVEM); the other parties contested on their own. The results of the votes are shown as follows: In the distribution of the 26 seats corresponding to this election the coalition “Alianza por el Cambio” was given 4, the common candidature PRD-PSN was given 3, 16 for the PRI and 3 to Democracia Social. Notwithstanding, once the stage of results and statements of validity of the elections was closed, the candidates for deputies that were elected were comprised within the political party to which they belong. In this sense, the PAN obtained 3 seats, 16 to the PRI, 1 to the PRD, 1 for the PT, 1 for the PVEM, 1 for the CDPPN and 3 for Democracia Social. In the following graphic the distribution of the 66 seats that form the Legislative Assembly of the Federal District, elected by both principles, is shown. Likewise, the percentages of obtained votes and seats at the Legislative Assembly are compared for each political party. In general terms, equilibrium is observed between these two variables. In this election the parties PCD, PARM and Democracia Social (DSPPN) lost their registry. Election for head of the borough This was the first time that the citizens of the Federal District voted to elect the head of their Borough. The electoral fusions conformed for these elections were similar to the foregoing, except for the common candidature of PRD-PT-CDPPN-PCD-PAS-PSN. In 13 Boroughs the formula of these six parties competed, insofar in the Boroughs of Benito Juárez, Álvaro Obregón and Tláhuac the party Democracia Social (DSPPN) was added. The coalition “Alianza por el Cambio” obtained victory in six Boroughs, insofar the common candidature obtained victory in 10, one of which was Tláhuac (see map). At an entity level, in absolute terms, the common candidature obtained 194,844 more votes than the second political force.
