6.3 Local Elections 2003


In these “intermediate” elections 11 political parties participated, form which México Posible, Liberal Mexicano and Fuerza Ciudadana obtained their registry prior to the electoral process to compete for the first time. Notwithstanding, derived from the voting results at the federal elections the parties Sociedad Nacionalista, Alianza Social, México Posible, Liberal Mexicano and Fuerza Ciudadana, not having reached 2% of the votes issued, had their registry canceled, as it is set forth by the Federal Code of Electoral Institutions and Procedures.

It is important to point out that the Voter List used for the day of the elections on July 6 was of 6,712,664 voters out of the 6,781,186 citizens registered at the Registry of voters, which represents list coverage of 98.99 %.

Different from the previous ordinary elections, the citizen participation of these elections was only 43.9%. This means, less than half of the citizens registered at the Voter List attended to issue their vote, and the participation was practically 26 percentage points below to the one registered in the year 2000.

Election for deputies by the principle of plurality system

Different from the year 2000, in these elections the parties Revolución Democrática and Acción Nacional contested on their own. The Partido Revolucionario Institucional did not insofar it participated in three common candidatures: PRI-PVEM, PRI-PVEM-FC and PRI-FC.

In these elections the PRD obtained victory in 37 single member electoral districts, insofar the PAN did it in 3 (see map).

In terms of percentage, the winning party obtained 73 % more votes than the ones obtained by the second place.

Election for deputies by the principle of proportional representation

Different from the election for deputies by the principle of plurality system and of Borough’s Head, in these elections there were no electoral fusions in the competition for the 26 seats of plurinominal at the Legislative Assembly.

By virtue of the fact that the percentage of obtained votes by the Partido de la Revolución Democrática exceeded in 3 points its percentage of obtained votes, pursuant to the provisions of the Electoral Code for the Federal District, it was assigned no deputies.

In this sense, the distribution of the seats was only for the parties: Acción Nacional (13); Revolucionario Institucional (7); Verde Ecologista de México (5) and, México Posible (1) who obtained more than 2 % of the total votes casted at the constituency (see graphics).

If the percentages of obtained votes and seats are compared, for each political party, equilibrium is observed, except for the case of the PRD. Notwithstanding, this is insofar the high number of victories obtained in the single member electoral districts.

It is important to point out, that in these elections, the parties: PSN, PAS, México Posible, PLM and Fuerza Ciudadana, lost their registry.

Election for head of the borough

At the election for head of the borough 11 common candidatures were formed: PRI-PVEM, PRI-PVEM-Fuerza Ciudadana, PRI-Fuerza Ciudadana, PT-PVEM-Convergencia, PT-Convergencia-Fuerza Ciudadana, PT-Convergencia-PAS-PLM, PT-México Posible, PT-Convergencia, Convergencia-PAS, Convergencia-PLM, PAS-Fuerza Ciudadana. On the other hand, the parties Acción Nacional, de la Revolución Democrática and de la Sociedad Nacionalista contested on their own.

The Partido de la Revolución Democrática obtained victory in 13 Boroughs; meanwhile the Partido Acción Nacional obtained victory in two and the Revolucionario Institucional in one.

In terms of percentage, the first political force obtained 90% more votes than the Partido Acción Nacional, who was left in the second position.
