6.4 Local Elections 2006


In these elections, the IEDF organized the elections to elect Head of Government, the 66 deputies that integrate the Legislative Assembly of the Federal District and the 16 heads of the boroughs. Eight parties participated out of which Nueva alianza and Alternativa Socialdemócrata y Campesina obtained their registry prior to the elections to participate for the first time in the elections.

Derived from the voting results at the federal elections and pursuant to the provisions of the Federal Code of Electoral Institutions and Procedures the eight political parties maintained their registry.

It is important to point out that the Voter List used for such elections was of 7,104,889 voters out of the 7,146,017 citizens registered at the Registry of voters. This means, it had coverage of the list of 99.42%.

Similar to the elections of the year 2000, the elections were highly participative insofar almost seven out of 10 citizens (67.24%), registered at the Voter List attended to the urns to vote.

Election for Head of Government

For these elections in 2006 two great electoral fusions were formed. On one hand the coalition “Unidos por la Ciudad” formed by the PRI and PVEM and, on the other hand, the coalition “Por el bien de todos” formed by the PRD, PT and Convergencia. The parties Acción Nacional, Nueva Alianza (PNA) and Alternativa Socialdemócrata y Campesina (PASC) contested on their own.

Similar to the elections of the year 2000, a high participation was registered, insofar it reached 67.24 percentage points; 23 % higher to the voting registered at the elections of the year 2003.

In these elections, the coalition “Por el bien de todos”obtained victory by a difference of 912,476 votes over the Partido Acción Nacional. The foregoing implied a voting 70 % superior to the one obtained by the second place. In the geo-electoral scope such coalition obtained the majority of votes in the 14 Boroughs, insofar the PAN only in two.

Election for deputies by the principle of plurality system

For the election of the 40 deputies by the principle of plurality system the same forces formed for the Election for Head of Government contested. The coalition “Por el bien de todos” integrated by the PRD, PT and Convergencia obtained victory in 36 of the single member electoral districts, meanwhile the Partido Acción Nacional in the four remaining districts (see map). Based on the agreement of total electoral coalition executed by such political parties the PRD was corresponded 34, one for the PT and one for Convergencia.

In the integration of the Legislative Assembly of the Federal District of 2006, the difference of votes between the first and second force is even more accentuated than in the Election for Head of Government. The coalition “Por el bien de todos” obtained 1,189,533 more votes than the Partido Acción Nacional; this represents a ratio 2 to 1.

Election for deputies of proportional representation

In the search for seats by the principle of proportional representation the same electoral fusions that in the Election for deputies by the principle of plurality system participated. By virtue of the fact that the coalition “Por el bien de todos” obtained a high number of single member district deputies, the percentage of seats of the Legislative Assembly exceeded in 4.6 points its percentage of obtained votes, for such reason it did not participated in the distribution of plurinominal spaces.

The distribution of the 26 seats in 2006 was as follows: Partido Acción Nacional 13, Nueva Alianza 4, Alternativa Socialdemócrata y Campesina 2 and the coalition “Unidos por la Ciudad” 7. For this last party, based on the coalition agreement registered 4 seats corresponded to the PRI, and to the Partido Verde Ecologista de México 3 (see graphic).

If the percentages of votes obtained and the one of seats represented at the Local Congrees, are compared by political party, equilibrium is observed, except for the case of the PRD. Notwithstanding, this difference derives of the obtained victories at the election for deputies by the principle of plurality system.

Election for head of the borough

In these elections the same 2 coalitions that competed in the other elections of this electoral process of 2006 participated. The parties Acción Nacional, Nueva Alianza and Alternativa Socialdemócrata y Campesina competed on their own, except for the Borough of Miguel Hidalgo, were the PAN and Nueva Alianza concurred in a common candidature.

The Partido Acción Nacional obtained victory in the Borough of Benito Juárez; the common candidature in Miguel Hidalgo, and the coalition “Por el bien de todos” in the 14 remaining Boroughs.

The coalition “Por el bien de todos” obtained 1,232,586 more votes than the Partido Acción Nacional, which was located as the second force. This difference represents a ratio of 2 to 1 of the total votes obtained.
