6.5 Local elections 2009


In these ”intermediate” elections of 2009, citizens chose the 16 heads of the borough and the 66 deputies of the Legislative Assembly of the Federal District.

During these elections, eight political parties participated, and it is convenient to point out that the “Partido Socialdemócrata y Campesina”, contested with a new name: “Partido Socialdemócrata”.

 

The Voter List used was of 7, 320,170 voters out of the 7, 348,290 citizens registered at the Registry of voters, which represents coverage of 99.62%. To the extent that several local elections have been developed, this coverage has increased; for example, in the 1997 elections it was 98.34%.

The citizen participation in these elections was of 41.58%. This means that four of each ten citizens registered in the Voter List, attended to issue their vote.

Election for head of the borough

At the election of head of the borough four common candidatures were formed: PRD-PT-Convergencia, PRD-Convergencia, PRD-PT y PT-Convergencia. On the other hand, the rest of the political parties contested on their own.

For the calculation of the citizen participation, the amount of citizens registered of those stands that were declared as void by the entities was deduced from the Voter List.

In 2009, the Partido Acción Nacional (PAN), passed from two to three entities, The Partido del Trabajo (PT) obtained victory in the Borough of Iztapalapa , and the Partido de la Revolución Democrática (PRD) reduced the amount of boroughs that it governed in 2006, as it rose from 14 to 12. Of these 12 entities that keeps the PRD in Mexico, two were acquired in common candidatures.

Election for deputies by the principle of plurality system

In the election of 2009, the PRD obtained 28 single member electoral districts, compared to 2006, lost six. In the case of Acción Nacional triumphed in nine districts, representing an increase of more than 100% over 2006.

In 2009, the election of deputies by the principle of plurality system was closer; and this was reflected in the difference of the vote, in percentage terms, between the first place (PRD) and the second one (PAN). While in 2006 the difference was nearly 100% between the first and second place, in 2009 only reached 30%.

Election for deputies by the principle of proportional representation

The basis for obtaining the 26 seats in the Assembly by the proportional representation system in 2009, was in accordance with the following results:

The distribution of the seats was for the parties: Acción Nacional (6); Revolucionario Institucional (7); Partido del Trabajo (5); Verde Ecologista de México (4); Nueva Alianza (2); Convergencia (1) and, Partido Socialdemócrata (1)

In the following graph, the percentages of votes obtained by the political parties are compared with the percentages of seats obtained in the integration of the Legislative Assembly.
